You will need:

Egitto Titan Wool (100% cotton, 120 m/50 g): white, brown, green (you need one skein of each color)
2.0 mm crochet hook
7 mm safety eyes
Black emboidery floss
Needles and pins
Scissors
Fiberfill

Abbreviations:
R – row
ch – chain
sl st – slip stitch
sc – single crochet
dc – double crochet
hdc – half double crochet
tr – treble crochet
inc – increase (2 sc in one stitch)
dec – decrease (2 sc together)
[…] – number of stitches you should have at the end of the row
(…) – repeat whatever is between the brackets the given number of times

Head and body
With white yarn:
R 1: 6 sc in magic ring [6]
R 2: (inc) repeat 6 times [12]
R 3: (1 sc, inc) repeat 6 times [18]
R 4: (2 sc, inc) repeat 6 times [24]
R 5: (3 sc, inc) repeat 6 times [30]
R 6: (4 sc, inc) repeat 6 times [36]
R 7: (5 sc, inc) repeat 6 times [42]
R 8: (6 sc, inc) repeat 6 times [48]

Skirt
Attach white yarn to the R 19 of the body.
R 1: FLO 3 ch, (1 dc, inc) repeat 18 times, sl st (54)
R 2: 3 ch, 54 dc
R 3: 3 ch, (8 dc, inc) repeat 6 times, sl st (60)
R 4: 3 ch, 60 dc
R 5: 3 ch, (9 dc, inc) repeat 6 times, sl st (66)
R 6: 3 ch, 66 dc
R 7: 3 ch, (10 dc, inc) repeat 6 times, sl st (72)
R 8: 3 ch, 72 dc
R 9: 4 ch, then crochet on that chain: sc in the 2nd chain from hook, hdc, dc. Then skip 1 sc on the skirt and sc in next 2 stitches. Repeat this pattern to the end of the skirt.

Legs (make 2)
With brown yarn:
Make 7 ch.
Make an oval, starting from the 2nd ch from hook, work on both sides of the chain.
R 1: from the 2nd ch from hook: inc, 4 sc, 4 sc in last st, turn: 4 sc, inc [16]
R 2: inc, 1 sc, inc, 2 sc, inc, 1 sc, 2 inc, 1 sc, inc, 2 sc, inc, 1 sc, inc [24]

Change to green yarn:
R 5-7: 30 sc (3 rows)
R 8: 6 sc, (1 sc, dec) repeat 6 times, 6 sc [24]
R 9: 24 sc
R 10: 6 sc, 6 dec, 6 sc [18]
R 11: BLO 18 sc
Stuff with fiberfill.
R 12: (1 sc, dec) repeat 6 times [12]

Change to orange yarn:
R 13-15: 12 sc (3 rows)
Finish stuffing. Do not stuff more.

Change to brown yarn:
R 16-18: 12 sc (3 rows)

Change to orange yarn:
R 19-21: 12 sc (3 rows)

Change to brown yarn:
R 22-24: 12 sc (3 rows)

Change to orange yarn:
R 25-27: 12 sc (3 rows)

Change to brown yarn:

Fold the top opening flat and sc through both sides.
Fasten off and leave a long tail for sewing.

Continue crocheting the boot:
Attach green yarn to the R 11 of the leg.
R 1: FLO 18 sc
R 2-5: 18 sc (2 rows)
Fasten off.

Embroider shoe laces on the boots with brown yarn.

Arms (make 2)
With white yarn:
R 1: 6 sc in magic ring [6]
R 2: (inc) repeat 6 times [12]
R 3-7: 12 sc (5 rows)
R 8: (1 sc, dec) repeat 4 times [8]
Change to brown yarn:
R 9-21: 8 sc (13 rows)
Stuff the bottom part of the arm.
Fold the top opening flat and sc through both sides.
Fasten off and leave a long tail for sewing.

Hat
With brown yarn:
R 1: 6 sc in magic ring [6]
R 2: (inc) repeat 6 times [12]
R 3: (1 sc, inc) repeat 6 times [18]
R 4: (2 sc, inc) repeat 6 times [24]
R 5: BLO 24 sc
R 6-7: 24 sc (2 rows)
R 8: (6 sc, dec) repeat 3 times [21]
R 9: 21 sc
R 10: (5 sc, dec) repeat 3 times [18]
R 11: 18 sc, sl st
R 12: 3 ch, (2 dc in one st) repeat 18 times, sl st

Sew hat on the head, put some fiberfill inside the hat before you finish.

Bow tie
In magic ring: 4 ch, 5 tr, 4 ch, sl st, 4 ch, 5 tr, 4 ch, sl st.
Pull yarn tail to close magic ring.
Wrap the yarn around the middle several times.

Assembly
Sew hat on the head, put some fiberfill inside the hat before you finish.
Embroider the band on the hat with orange yarn.
Sew legs and arms to the body.
Embroider mouth, nose and scar on the face with black floss.
Sew bow tie on the neck.
